Franz Oppenheimer

Franz Oppenheimer, The State: Its History and Development Viewed Sociologically (1908).
He concludes that all empires in human history have arisen through conquest.
None of them were "ordained" by God in the sense of "commanded" by God, but they were predestined/raised up by Him to serve His purposes.
Oppenheimer draws the essential distinction: Economic Man vs. Political Man
"Economic Man" works and serves others by creating products or services that raise the material standard of other people.
"Political Man" does not produce anything of value that people would voluntarily pay for in a competitive market. He confiscates the wealth produced by "Economic Man."
This is the distinction between "anarchists" and "archists" though Oppenheimer doesn't use such terms.
This is also the distinction between the "Private Sector" and the "Public Sector."

Newton saw Noah as "Economic Man," and Nimrod as "Political Man" (to use Oppenheimer's terminology). The institutions of both "church" and "state" are dysfunctional deviations from God's original plan for Man in the Garden.
